Ziggy patch

Applies an FPS lock to help with streaming performance. No other changes from base submission.

May have difficulties if playing the game at 1440p, if so changing monitor resolution to 1080p should help

Also using CPU encoding rather than GPU encoding can help as it is a GPU not CPU heavy game
